The Doha Donation Accord


Principles:

The primary objective of transplant policies and programs should be optimal medicalcare to promote the health of both donors and recipients. Financial considerations ormaterial gain of any party must not override primary consideration for the health andwell-being of donors and recipients.


Organ, Cells and Tissues for transplantation should be equitably allocated within Qatar tosuitable Qataris and expatriate patients residing in Qatar alike, without regard to gender,ethnicity, religion, or social or financial status. Financial considerations or material gain ofany party must not influence the application of relevant allocation rules.These proposals are not intended for the living visitor to Qatar that has a temporary visa forbrief stay in Qatar; however visitors with a temporary visa may be a deceased donor inQatar.

Provisions for the Live Donor:

  1. Medalling of Donors – the act of heroism by a live donor will be acknowledged by HisHighness Sheikh Tamim Bin Hamad Al Thani or Her Highness Sheikha Mozah BintNasser Al Misnned or representative of the Qatari government by granting a medal ofhonor to the live donor in appreciation for their gift of life.Non governmental organizations such as the Red Cross or Kidney Foundation willparticipate in this annual ceremony
  2. Provisions for live donors – Governmental
    1. Health Insurance for Life is provided for the live donor following donation andirrespective of the medical condition following donation that requires health care.A medical condition that is identified prior to donation that renders the potentialdonor as medically unsuitable will be cared for without imposing a cost to thepotential donor.
    2. Life Insurance: All live donors will be granted a life insurance .
    3. Disability Insurance: Disability Insurance is to be provided in accordance with national norms. If adisability occurs as a complication of the donation process including theinvestigations for evaluation, the donation procedure and post operative care.
    4. Allocation Priority If the live donor develops end stage organ failure, the donorreceives an allocation priority for transplantation.
  3. Non-fungible Privileges for live donors - Non Governmental Organizations (NGO)–All non governmental organizations will be able to share in the honoring of the donors inQatar in the form of privilege they may choose to offer .
  4. Cover of expenses incurred during evaluation for donation and surrounding thedonation procedure till discharge from hospital.
    1. Transportation
      1. Flight tickets (home to Doha & back/economy) reimbursed as presentedby the donor (for a matching related donor coming from outside Qatar todonate to a resident patient in Qatar).
      2. Transport to and from hospital will be provided by hospital transportation
    2. Accommodation
      1. Housing Department in HMC will provide a suitable accommodation fordonors who don’t have residence in Doha.
    3. Telephone bills: Prepaid cards are provided to the donors to cover the period ofpreoperative preparation and hospitalization to contact his family and hospitalstaff.
    4. Loss of wages :
      1. Absence from work due to donation is considered as working days.
      2. A certified loss of payment due to absence from work during donation isreimbursed from the Organ Donation fund.
  5. Hospital expenses are covered by the hospital for the donor and the recipients .

Live Donors for whom the DDA is applicable:

  • Provisions of Doha Donation Accord are accessible only by Related Live Donorsand Recipients Residing Permanently in Qatar (Qatari and Expatriates), and notfor Visitors or Unrelated donors.
  • Unrelated living donors in Qatar whether Visitors or Residents, Qatari or nonQatari, are not eligible for the Accord provisions.
  • A Related Visitor traveling to Qatar for donation to a family member resident inQatar may not become a beneficiary of the Accord provisions.
  • These proposals are not applicable for the living visitor to Qatar that has atemporary visa for brief stay in Qatar to enable live donation; however, visitorswith a temporary visa who unexpectedly die while in Qatar may be a deceaseddonor.

Provisions for Deceased Donors:

  • As all individuals register for healthcare at the Hamad MedicalCorporation, there will be an opportunity to register as a deceased organand tissue donor. As a result of that donation consent, all nationals andexpatriates will receive equitable access to deceased organ and tissue fortransplantation.
  • All donors Families :
    • Counseling and travel support for families will be provided at thetime of the deceased organ and tissue donation.
    • Transfer of the coffin of the deceased to the homeland is providedby Qatari regulation. No money is provided directly to the family ofthe deceased.
  • Medalling of Donors - The act of heroism by a deceased donor will beacknowledged by His Highness Sheikh Tamim Bin Hamad Al Thani orHer Highness Sheikha Mozah Bint Nasser Al Misnned or representativeof the Qatari government by granting a medal of honor to the deceaseddonor family in appreciation for their gift of life.
    Non governmental organizations such as the Red Cross or KidneyFoundation will participate in this annual ceremony

Organ Donation Fund:

Establishment of (Organ Donation Fund) that will cover all the expensesresulting from the implementation of these proposals. The fund will be providedby annual payments from Hamad Medical Corporation, Ministry of Health, NonGovernmental Organizations, Human Rights Organizations and charity donors.

Organ Donation Committee:

Establishment of (Organ Donation Committee) which should includepsychological, medical and social evaluation for each donor
