Professor Michael Nicol Richmond

Acting Chief of Medical, Academic and Research Affairs, Hamad Medical Corporation

Prof. Michael Richmond is Acting Chief of Medical Academic and Research Affairs at Hamad Medical Corporation (HMC), the principal public healthcare provider for the State of Qatar, where he has been leading on Clinical Affairs, Medical Education, Quality and Patient Safety since 2012.

Prof. Richmond is responsible for the medical and clinical affairs of HMC’s eight hospitals, and is tasked with growing the Corporation’s clinical capacity in order to meet the diverse needs of Qatar’s rapidly growing population. His remit and expertise support HMC’s plans to evolve into an academic healthcare system, internationally recognized as a world-leading centre of excellence in clinical care, medical education and research.

Prof. Richmond’s remit includes medical workforce development as well as medical job planning, appraisal and revalidation. He is also one of the lead sponsors of the clinical reconfiguration and transformation programs at HMC – these are major initiatives to incorporate services and staff from across the organization with the unifying aim of improving patient care and raising standards of quality.

Prior to this appointment, he was the Executive Medical Director and Board Member of Sheffield Teaching Hospital Foundation Trust in UK. Sheffield is the largest and one of the most successful Foundation Trusts in England and Prof Richmond was instrumental in radically improving the clinical services. He also was appointed an Honorary Professorship at Sheffield Hallam University, the largest provider of healthcare education in the UK, as well as holding an Honorary Senior Lectureship at Sheffield University.

Prof. Richmond is an experienced clinician with more than 30 years of practical experience. He is a UK Teaching Hospital Consultant in Anesthesia, Intensive Care & Pain Management, where he was also appointed as Chairman of Anesthesia for 12 years. He has a track record in education and training being a Royal College of Anesthetists (RCA) Officer in education as well as a RCA appointed examiner for 10 years. Prof. Richmond graduated in Medicine from University of Aberdeen before pursuing his initial medical training in the Royal Air Force.


Abdul Latif Mohamad Al-Khal

As Deputy Chief of Medical, Academic and Research Affairs, Medical Education, Dr Abdullatif Al-Khal plays a key role in promoting internationally benchmarked medical education standards within Hamad Medical Corporation. Dr Al Khal holds several clinical positions and chairs several committees and oversees a number of key projects at HMC, including the ACGME accreditation project.

As well as being the Director of Medical Education Department he is the Chair of the Department of Medicine since 2001, as well as the Chair of the Infectious Diseases Division, and the Communicable Diseases Clinic since 1997. The Department of Medicine consists of 10 divisions including the Infectious Disease Division. He is also the Manager of the National TB Program and the Director of the Clinical AIDS Program.

Dr Al-Khal is a graduate of the Royal College of Surgeon, Ireland in 1989 after which he joined Hamad Medical Corporation (HMC) in the State of Qatar. He completed a one-year internship at Hamad General Hospital in 1990. In 1991 he joined the Internal Medicine Residency training program at the University of Connecticut Medical Center in Farmington, CT, USA.

Dr. Yousef Al Maslamani is a Consultant in General surgery and kidney transplantation since 2001. He received his MBBS in 1988 and his fellowship in 1993 from the Royal Colleague of Surgeons Dublin Ireland. In 1994 he became a member of the Arab Board of Surgical Specialties. Dr. Al Maslamani did his fellowship in kidney transplantation at the Cleveland Clinic Foundation in 2001. In addition, Dr Almaslamani is the head of the kidney transplant section, the chairman of the organ transplant committee and Also the members of the Organizing Committee and one of the chairpersons of Gulf Cooperation council (GCC) Organ Transplantation Congress. Currently serving as Medical Director & Director of QCOT - Hamad General Hospital- HMC.


Prof. Ann-Marie Cannaby

Executive Director of Nursing, Hamad Medical Corporation

Professor Ann-Marie Cannaby is the Executive Director of Nursing at Hamad Medical Corporation Qatar. She is responsible for providing professional leadership to senior managers across the Corporation’s 7,500 nursing and midwifery staff, ensuring that high standards are set, achieved and maintained.

Ann-Marie’s clinical background is grounded in caring for patients with medical conditions. She has worked mainly within large University Hospitals, in the UK and has held a variety of clinical research and managerial roles. Before joining Hamad Medical Corporation she held the post of Chief Nurse and Chief Operating Officer at the University Hospitals Coventry and Warwickshire NHS trust.

Ann-Marie is passionate about nursing care and has keen interests in integrating both the nursing and operational/business functions of a hospital to provide the best care for patients. Ann-Marie has an interest in international nursing perspectives, she has been involved in nursing projects in Holland, Malawi and New Zealand.

Ann-Marie remains actively involved in research and education and holds a first degree, a Masters degree and a PhD. She is a visiting Professor at Birmingham City University, UK and holds an adjunct faculty appointment at the University of Calgary Qatar, as well as a research fellow at Warwick University in the UK. Her main research interest focuses around the education of patients.


John Boulton, MB ChB, MRCP(UK), MBA

Clinical Lead for Quality Improvement, Hamad Medical Corporation

John Boulton trained as a Rheumatologist and practiced as a Consultant in Sheffield, UK. As a trainee, he began to develop an interest in Healthcare Operations, and subsequently undertook a Master’s in Business Administration, specializing in the Management of Quality. He believes the application of quality principles to healthcare is key to improving safety and delivering patient-centered outcomes.

In his previous role John was also an active member of the Hospital’s Quality Improvement team. He led the development of an Outpatients Quality Improvement program and subsequently became Clinical Lead for Quality Improvement in Sheffield.

In 2012 Dr Boulton was awarded a Quality Improvement fellowship at the Institute for Healthcare Improvement (IHI), sponsored by the Health Foundation. During that time he developed a deep understanding of Improvement science, and focused upon the use of High Reliability principles to underpin flow and safety within healthcare systems.

Dr John Boulton is currently Clinical Lead for Quality Improvement at Hamad Medical Corporation. He is part of a team leading in the development of capability and capacity for Quality Improvement across the organization.


David Vaughan, MB, FRCPI, FJFICMI

Executive Director, Quality and Patient Safety, Hamad Medical Corporation

Dr. Vaughan is Executive Director of Quality and Safety for the Hamad Medical Corporation in Qatar. Previously the Director for Quality and Leadership at the Royal College of Physicians Ireland Dr. Vaughan was responsible for developing and delivering the Diploma in Quality Improvement and Leadership in Healthcare. Dr. Vaughan is a consultant Respiratory Paediatrician who has held posts in Ireland and the USA. Clinical interests include cystic fibrosis, sleep disordered breathing and poorly controlled asthma. Dr. Vaughan has published over 25 peer reviewed papers, reviews and textbook chapters.


Kate Jones, MBA

Assistant Executive Director for Safety, Hamad Medical Corporation

Kate Jones started as a physiotherapist at Guys Hospital, London. After an early move into Physiotherapy management she undertook various roles in the English NHS. She was the Director of Change at Luton and Dunstable NHS Foundation Hospital Trust for over 5 years. In this role she led a hospital wide transformation programme to include the Health Foundation’s “Safer Patients Initiative” led by the Institute for Healthcare Improvement. In July 2007 Kate took on the role of Director of the Safer Care programme at the NHS Institute for Innovation and Improvement. The nine month Leading Improvement in Patient Safety Programme (LIPS) was a major feature of that programme and worked with over 100 of the acute hospitals as well as mental heath, community, ambulance and primary care organisations across England. Currently Ms Jones is the AED for Patient Safety at Hamad Medical Corporation where she is leading a wide-ranging capability building programme for safety improvement across the corporation.


Shakil Ahmed, MD, MHCM, CPHQ

Executive Director Clinical Operations and Performance, Hamad Medical Corporation

Dr. Ahmad joined the Medical Administration Department at Hamad Medical Corporation in August, 2010 as Corporate Assistant Medical Director (Quality and Patient Safety). He has 21 years experience in the field of international healthcare management and quality.

In the past, he has held responsibilities such as Emergency Department physician, Internist, Quality Improvement Physician at hospital level and Quality Manager, Head of Clinical Audit and Medical Staff Performance Review at Corporate level overseeing all government hospitals and clinics for Emirate of Abu Dhabi. He is an experienced Joint Commission International Consultant and surveyed hospitals in Middle East, Europe, Asia-Pacific areas advising them in ways to achieve ‘Clinical Excellence’. He has also facilitated, utilizing his EFQM & ISO certification knowhow, Abu Dhabi government healthcare entities achieve ‘Corporate Excellence’.

Dr. Shakil introduced in collaboration with Partners Healthcare a program called Clinical Care Improvement training program within HMC which has engaged clinicians in clinical process improvement and the program was recognized by HMC Stars of Excellence award ( Special Managing Director Award) in 2012.

Carolyn Volker

Health Improvement Program Manager, Hamad Medical Corporation

Carolyn Grace Volker is an experienced member of the team who has held a number of senior nursing and managerial roles both in UK and South Africa. Carolyn completed her General Nursing training in South Africa (with honours) and subsequently completed her training in Midwifery and Operating Theatre Nursing (with honours) where she received the National Florence Nightingale Award for Operating Theatre Nursing. Carolyn was one of the youngest Director’s of Nursing appointed in South Africa at the age of 26 in 1988.

Following relocation to the UK in 1990, Carolyn expanded her nursing career into senior management in the NHS, completing an MBA in 1997. Following this Carolyn has successfully achieved key objectives as a General Manager for a range of Clinical Divisions such as Surgery, Medicine, Emergency Care, Cancer and Women & Children, Director of Operations Elective Care culminating in Board Level Director appointments as Associate Director of Emergency Care and Director of Performance and Modernisation.

Since 2004 Carolyn has been involved in working with “Challenged NHS Trusts” in implementing key National NHS modernisation agenda’s in Emergency Care, Cancer 31 and 62 Day Standards and Elective Care Referral to Treatment Wait Times (18 Weeks). This has included cross organisational working with key stakeholders such as the Department of Health, Relevant Commissioning bodies and Acute Care NHS Trusts in developing action plans, solutions and implementation of solutions to improve performance and embed changes.

Carolyn has also played a key role as Surgical Programme Manager for one of the largest NHS Mergers in London and the formation of the UK’s first £1 billion Trusts during 2010 / 2011. Bringing together the teams from 3 large acute training hospitals in North East London to develop the new organisational structure, budgets, activity, capacity plan and financial savings plans for the new organisations Clinical Academic Division of Surgery.

Carolyn brings a wealth of senior nursing and managerial experience to Qatar and believes that the combination of both nursing and management have enabled her to develop an enhanced understanding of systems and processes in healthcare as well as the ability to put these into operational practice. Making change actually happen with successful outcomes for patients is what motivates Carolyn.

Carolyn is married with 2 children both in their late twenties and enjoys reading and some of the outdoor sports like sea kayaking which are more enjoyable due to the weather in Qatar.

Reham Hassan

CCITP Program Manager, Hamad Medical Corporation

Dr. Reham is the corporate Health Care Improvement Program Manager

She is a clinical hematologist by training and practice who has joined HMC 10 years back as a front line physician where she has taken over the responsibilities as a chief resident at the National Center for Cancer Care and Research (NCCCR), starting her first project in developing an internal rotating residents’ orientation program.

Acting as the Medical Quality lead in NCCCR she actively contributed in the continuous readiness for the JCI accreditation since 2006 and led several local improvement projects .

In 2011 she was certified as professional health care quality expert (CPHQ) by the National Association For Healthcare Quality (NAHQ). In 2012 she was certified as a Six Sigma Green Belt. She is recently certified as clinical microsystems Coach by The Dartmouth Institute Microsystem Academy.

She is currently the Program Manager, Core Faculty and Coach in the Clinical Care Improvement Training Program (CCITP), coaching HMC physicians on clinical microsystems quality improvement.

She is a coach and facilitator in The Comskil Training- HMC communication training course. Her previous works and contributions include: Multi-disciplinary Grand Rounds task force leader, Corporate/NCCCR Job Planning champion.

Alan Lawler

Born and raised in Ireland, Alan has a business background with logistics, media and health service experience which helps bring different perspectives and insight to the work environment.

Alan earned a degree in business and initially worked in finance by joining an expanding Middle Eastern logistics corporation, Aramex International, in June 1990. He became financial controller for Europe, helping them to become the first Middle Eastern corporation to be listed on the US NASDAQ stock market in 1997. The corporation rapidly evolved during his time working there to become a global brand recognized for its customized services and innovative multi-product offering. Looking to expand his work experience outside of logistics, he moved to join CNN in January 2001 and over the next 8 years was part of a newsgathering team that received a number of news coverage awards, including an Emmy, DuPont-Columbia and Peabody.

In 2008 Alan was successfully appointed to the prestigious NHS (UK National Health Service) Gateway to Leadership scheme. The scheme provides high quality development from the UK King’s Fund and the NHS Institute for Innovation and Improvement to accelerate integration for senior management talent from other sectors into the health service. Alan was 1 of 20 candidates chosen in the UK from over 1500 applicants. During his time with the NHS, Alan developed the strategy, implementation approach, and program plans for a number of productivity improvement initiatives.

In 2012, Alan moved back to the Middle East region and was appointed as program manager with the Center for Healthcare Improvement (CHI) at Hamad Medical Corporation. Working with CHI, which acts as an internal consultancy to effect change and improvement programs throughout the organization, he has led a number of initiatives including a VTE prevention program across all HMC hospitals.

Alan is PRINCE2 project management trained and is a Practitioner of Managing Successful Programs (MSP) as well as Lean.


Brent Foreman, MAM(s), BhlthSc(N), CEN, RN

Assistant Executive Director of Nursing, Corporate Nursing,Hamad Medical Corporation

Brent is an Assistant Executive Director of Nursing within the Corporate Nursing team at Hamad Medical Corporation Qatar. He is primarily responsible for nursing quality and patient safety across HMC’s eight hospitals.

Brent’s clinical background is in critical care; he has worked extensively in emergency nursing, intensive care and flight nursing. Prior to joining HMC, in March of 2013, Brent worked in Canada, the United States and most recently at King Faisal Specialist Hospital & Research Center (KFSHRC) in Riyadh, Kingdom of Saudi Arabia.

While at KFSHRC Brent held the positions of Director of Nursing Quality and Magnet Program Director, where he implemented the National Database of Nursing Quality Indicator’s (NDNQI®) program and had oversight of shared governance. He also led the hospital on their Magnet® journey from 2011, up to and including tendering of a 3,000 page evidence submission.

Brent is passionate about nursing and the impact the profession has on the patient experience and health outcomes. He is focused on ensuring that the interdisciplinary teams provide the structures and processes to deliver world class outcomes.


Ross MacDonald

Executive Director Healthcare Governance, Hamad Medical Corporation

Immediately prior to joining HMC, Ross was the International Legal and Procedural Consultant to the Ministry of Health, Socialist Republic of Viet Nam advising an AusAID/Asian Development Bank project implementing health practitioner regulation.

Before this role, Ross was the Chief Executive Officer of the Queensland Nursing Council, drawing on both his nursing and legal skills to administer the regulation of Queensland, Australia’s 65,000 registered nurses and midwives.

Ross is an Australian Legal Practitioner admitted to the Supreme Court of Queensland.

Ross’ clinical background was in nursing and his last nursing role was as an Executive Director of Nursing for one of Queensland’s largest regional districts encompassing four hospitals together with community and aged care services.

Ross has been appointed to many Ministerial advisory committees at both the State and Federal level in Australia. Ross has also held Presidency and/or Director positions for a number of professional groups.

Ross is a Fellow of the Australian College of Nursing.

 

Paul R. vanOstenberg, DDS, MS

Senior Advisor, Global Growth and Innovation, JCI, United Arab Emirates

Paul vanOstenberg serves as the Senior Advisor, Global Growth and Innovation for the Joint Commission Enterprise, Including Joint Commission International. Prior to 1 January 2014 he was Vice President for International Accreditation, Standards, and Measurement.

Prior to returning to the JCI headquarters in November 2007, he served as the first Managing Director for the JCI Asia Pacific Office in Singapore, and as the first Managing Director for the JCI European office.

Dr. vanOstenberg was appointed the first Executive Director of International Accreditation in 1998 and charged with the development of international standards and survey methods, and the promotion of accreditation around the world. At that time he was Director of the Department of Standards at the Joint Commission USA.

Dr. vanOstenberg earned a BA (Bachelor of Arts) from the University of South Florida, Tampa, Florida. He also received a DDS (Doctor of Dental Surgery) from the Medical College of Virginia, Richmond, Virginia and an MS (Masters in Gerontology and Health Administration) from the Virginia Commonwealth University, Richmond, Virginia.

 

Ashraf Ismail, MD, MPH, CPHQ

Managing Director, JCI Middle East, United Arab Emirates

In March 2009, JCI appointed Dr. Ismail as the managing director of its Middle East office located in Dubai.  Dr. Ismail is a physician with 20 years of international experience in hospital accreditation, health care quality management, performance improvement and development of human resources for health. His contributions in postgraduate quality education and training are well recognized. As an adjunct professor at George Mason University, School of Health and Human Services, he teaches a variety of quality courses for the certificate in quality and outcomes management.

Dr. Ismail is a WHO consultant in accreditation and health care quality. In 2006, he was appointed as Strategic Planning Advisor to the Minister of Health in UAE to develop the new strategy of the health sector. As a quality consultant, he assists health care facilities through the accreditation process. His experience in these areas has extended from USA to the Middle East.
 
For four years, he was as a quality consultant to Inova Health System, the largest health system in Northern Virginia.  He also served as faculty at Johns Hopkins University and Director of JHPIEGO’s Asia/Near East/Europe Regional office. While he was employed with USAID in Cairo, Egypt, he implemented the first National Quality Improvement Program in the Family Planning Clinics in Egypt.
