Advisor to the Minister of Public Health 

Mahmood has over 25 years of medical, public health, academic, executive management and policy experience and delivered on key senior positions in the UK & USA including; Medical Director (Public Health Scotland), National Quality, Innovation & Efficiency Advisor (Department of Health, England), Medical Director (Care Quality Commission) & Visiting Faculty (Yale School of Public Health). He has led national initiatives and policies to improve quality, reduce cost and innovate health care services for 5-50 million population in the UK and internationally. In 2021, H E Minister of Public Health (Qatar) has appointed him advisor to excel and transform the healthcare in Qatar.

He has a demonstrable track record of national and international achievements. With his vast healthcare experience and global collaborations (e.g. USA, Middle East, Finland, Turkey, Denmark, Spain, Pakistan, Far East), he is passionate to develop pragmatic solutions for overcoming current and future health challenges and build data-driven resilient national health systems.

He is an alumnus of the Harvard Kennedy School, Institute of Healthcare Improvement (USA), Yale School of Public Health, Judge Institute of Management (Cambridge University) and European Hospital & Healthcare Federation. Appointed Clinical Professor (Qatar University), Senior Fellow (NHS Institute for Innovation), National Clinical Data & Digital Lead (Royal College of Physicians of Edinburgh), Visiting Professor of Value-based Healthcare (Manchester Business School), Honorary Professor of Health Intelligence & Service Effectiveness (University of Glasgow), Visiting Professor of International Health Systems (University of Strathclyde, UK) and adviser to World Bank, several countries and organisations globally.

He has postgraduate qualifications in medicine, public health, paediatrics, economics, management and health informatics.
