Ms Annette Dale-Perera

Prior to Naufar, since 2014, Ms. Annette Dale – Perera was Director of adpconsultancyUK. She was a consultant and trainer for international agencies including the United Nations Office on Drugs and Crime (UNODC), the World Health Organisation (WHO); the European Monitoring Centre on Drugs and Drug Addiction (EMCDDA), Colombo Plan, ECOWAS, and international technology transfer centres (ITTC)s. From 2016, she was the lead consultant on quality assurance in substance use disorder (SUD) treatment for UNODC and Colombo Plan, working with over 20 countries to improve SUD treatment services and systems and helping establish the International Consortium on Quality (ICQ).

Ms. Dale – Perera is a visiting academic at Middlesex University in London, UK, and worked on transforming Universal Treatment Curricula (UTC) courses to on-line moodle platform. She is also an advisor on the Treatment Expert Advisory Group for the UTC, Colombo Plan.

Prior to this, Ms. Dale – Perera was NHS Strategic Director of Addition and Offender Health Care (2008-2014) based in London, UK and managed SUD treatment services for more than 10,000 patients a year, in the community, in-patient and in prisons.

Her national positions in the UK have included a UK government advisor (ACMD 2011-19). She was Director of Quality (for England) (2001-2008) for the National Treatment Agency for Substance Misuse (NTA) responsible for ensuring the quality of treatment services during expansion by developing clinical guidelines, standards and inspection mechanisms, managing research grants, implementing national workforce initiatives and development of a national outcome monitoring system (TOP). Prior to this she was Director of Policy and Practice for DrugScope (1995-2001) – an NGO umbrella body for SUD treatment and prevention.

Ms. Dale – Perera has been involved in the development and as a Trustee of various charities including: Westminster Drug Project; Adfam and Build on Belief (peer-led charity for people with SUD).

She was a Research Fellow for the University of London (1989-1995). Annette began her career working in residential rehabilitation units and community-based opioid treatment services (1983- 1989). Her psychology degree is from the University of Leeds, UK , followed by 2-years post graduate training in psycho-therapeutic groupwork and counselling with the Richmond Fellowship in London.

Ms. Dale – Perera is an accomplished speaker, lecturer and trainer. She has written numerous national and international SUD guidance documents and is published in academic journals.
