
Ms. Flora AsuncionAssistant Managing Director, Clinical Affairs, Operations & Workforce Development Primary Health Care Corporation Flora R. Asuncion is currently the Assistant Managing Director for Primary Health Care Corporation. Under her leadership is the responsibility of overseeing operations for 21 PHCC health centers, workforce training and development for over 4000 PHCC staff as well the clinical affairs directorate.
Flora has over 25 years of healthcare experience from the United States prior to coming to the Middle East. Her early career started in Finance where she led decision support such as the due diligence work for mergers and acquisitions team for UniHealth which led to the acquisition of 14 medical groups. Her last 12 years before coming to the Middle East was with Kaiser Permanente where she held various leadership roles including business strategy and finance in Kaiser Southern California, As a performance improvement director in Kaiser Redwood City, as Chief Area Finance Officer for Kaiser San Jose and as a Regional Director for Patient Care Services in Northern California where she was responsible for labor related negotiations, enterprise wide staffing and hospital operations performance and was vital in leading the development of cost control measures to meet quality and financial outcomes for Kaiser in Northern California hospitals. She and her family decided to explore an international opportunity when approached by Cleveland Clinic in Abu Dhabi as the Director for Patient Access and Revenue Cycle where she helped design the RCM workflow pre-opening of the Cleveland Clinic in Abu Dhabi. While she thought it would only be a one year experience away from home in the US where he has lived for over 30 years, her family found themselves moving to Qatar after Flora was invited to join PHCC as the AMD in 2012. Flora has an executive MBA from St. Mary’s College in California.
Under Flora’s oversight, significant improvement has taken place in PHCC especially with the early implementation of the primary care strategy and its pledges. A few key to note are the implementation of crowd management initiatives at the health centers, establishment of Hayyak and enhancing patient experience, call center for appointments, PHCC achieving a Platinum level of international accreditation from ACI in 2014 to note a few. Flora sits and advises on various committees in the country including NHS Steering, National Public Health Steering as well as the National Cancer Committee.
