Dr. Samya Ahmad Al - Abdulla

Dr. Samya is a Senior Consultant of Family Medicine and serves as the Assistant Managing Director of Operations & Clinical Affairs as well as the Executive Director of Operations at the Primary Health Care Corporation (PHCC). In these roles, she has been instrumental in advancing PHCC’s mission of delivering integrated, patient-centered care across Qatar.
She is the Deputy National Lead in NHS3 for two outcomes: “Excellence in Modernized & Holistic Care Models Pathways & Standards Outcome” and “Excellence in Secondary and Tertiary Care Outcome.” She also serves as Co-Chair of the Integrated Care Task Force and Deputy National Lead for Mental Health & Wellbeing in Qatar (NHS2), where she drives national strategies to align primary, secondary, and tertiary care into a seamless continuum.

Dr. Samya is the President of the Qatar Family & Community Medicine Society and holds academic appointments as Assistant Professor of Family Medicine in Clinical Medicine at Weill Cornell Medical College and Clinical Associate Professor in Family Medicine at Qatar University. She oversees the operations of 31 health centers, ensuring that integration is not just a policy but a lived reality whilst connecting urgent care, specialist services, and preventive programs under one umbrella.
Her leadership has spearheaded innovative initiatives such as the Family Medicine Model, the New Health Center Program, and population health screening programs for early detection and management of diabetes and other non-communicable diseases. She also introduced 24-hour urgent care services and Regional Specialist Centers, embedding integration into PHCC’s service delivery by bridging community health with specialized care.

Nationally, Dr. Samya played a pivotal role in the COVID-19 response, coordinating PHCC’s integrated efforts with other health sectors, and chaired the FIFA World Cup Community Services Tactical Command Group, ensuring healthcare readiness during one of Qatar’s largest global events.

She has authored and co-authored numerous publications on topics including COVID-19, diabetes, non- communicable diseases, mental health, epidemiology, and medication management, contributing to the evidence base that supports integrated care models.
Through her vision and leadership, Dr. Samya has positioned PHCC as a cornerstone of Qatar’s integrated health system, linking primary care with national strategies, academic institutions, and community health to deliver excellence across the continuum of care.​
