Mahmood has over 25 years of medical, public health, academic, executive management and policy experience and delivered on key senior positions in the UK & USA including; Medical Director (Public Health Scotland), National Quality, Innovation & Efficiency Advisor (Department of Health, England) and Medical Director to establish Care Quality Commission (England’s National Health & Social care Regulator). He has been responsible for national health data & intelligence, health protection & healthcare regulatory functions and helped to improve and innovate public health services for 5-55 million population in the UK and internationally. In 2021, H E Minister of Public Health, Qatar has appointed him advisor to excel and transform the healthcare in Qatar.
He is an alumnus of the Harvard Kennedy School, Institute of Healthcare Improvement (USA), Yale School of Public Health, Judge Institute of Management (Cambridge University) and European Hospital & Healthcare Federation. Appointed Clinical Data & Digital Lead (Royal College of Physicians of Edinburgh), Visiting Professor of Value-based Healthcare (Manchester Business School), Honorary Professor of Health Intelligence & Service Effectiveness (University of Glasgow) and advisor to World Bank, several countries and healthcare organisations. He has postgraduate qualifications in medicine, public health, paediatrics, economics, management and health informatics.
