Ms. Flora R. Asuncion
Assistant Managing Director, Primary Health Care Corporation

Ms. Flora R. Asuncion is currently the Assistant Managing Director for Primary Health Care Corporation. She is responsible for overseeing operations for 21+ Primary Health Care Corporation health centers, workforce development and training and the clinical affairs directorate. 

Ms. Asuncion has over 25 years of healthcare experience from the United States. Her early career started in finance where she led decision support, such as the due diligence work for mergers and acquisitions with UniHealth, which led to the acquisition of 14 medical groups.  Prior to coming to the Middle East, Ms. Asuncion was with Kaiser Permanente for over 12 years where she held various leadership roles, including Performance Improvement Director, Chief Area Finance Officer and Regional Director for Patient Care Services in Northern California, where she was responsible for labor related negotiations, enterprise wide staffing and hospital operations performance and was vital in leading the development of cost control measures to meet quality and financial outcomes for Kaiser in Northern California hospitals. 

She and her family decided to explore an international opportunity when she was approached by Cleveland Clinic in Abu Dhabi, where she held the role of Director for Patient Access and Revenue Cycle; in this position she helped design the revenue cycle workflow.  She moved to Qatar in 2012 after she was invited to join the Primary Health Care Corporation as Assistant Managing Director.  Ms. Asuncion has an Executive MBA from St. Mary’s College in California. 

In her current role, Ms. Asuncion has led significant and rapid improvements, especially with the early implementation of the primary health care strategy and its pledges. She sits on, and advises, various committees in the country, including the NHS Steering Committee, National Public Health Steering Committee and the National Cancer Committee.
