Mr. Paul Welford

Mr. Paul Welford is the Assistant Executive Director, Tertiary Hospitals Group, Hamad Medical Corporation (HMC). HMC provides most of the acute care in Qatar with over 23,000 staff across eight hospitals. The Tertiary Hospitals Group includes the four specialist hospitals in Doha which serve the whole country as well as Clinical Support Services for all of HMC.
Mr. Welford manages the group's business development and a range of programs for all of HMC, one of the most substantial being its Major Incident Program. He and Partners Healthcare International (PHI) from Boston, USA, significantly re-wrote HMC's Major Incident Plan, introducing an Incident Command System which formally ties HMC’s major incident response to the country's response architecture. Mr. Welford is writing up the work with the aim of helping other healthcare systems with multiple hospitals improve their strategic coordination of major incident response.
Mr. Welford is also the National Project Manager for Qatar’s Emergency Care Services Project, which is agreeing a national model of care for all of Qatar's services related to emergency care, irrespective of which healthcare provider runs them.
Prior to joining HMC in 2011, Mr. Welford worked for major teaching hospitals in the National Health Services of both England and Scotland
